A pulley is a device that consists of a wheel on an axle or shaft. It can support the movement and change of direction of a tight cable or belt, or transfer power between them. If the pulley is attached to a frame or shell that does not power the shaft, but only guides the cable or applies a force, then the frame is called a block and the wheel may be called a sheave.
The wheel of a pulley may have one or more grooves between its edges to hold the cable or belt in place. The cable or belt that drives the pulley can be made of rope, wire, rubber, or metal.
