A pulley is a wheel that rotates on an axle or shaft and helps move or change the direction of a tight cable or belt. It can also transfer power between the shaft and the cable or belt. If the pulley is attached to a frame or shell that does not give power to a shaft, but only guides the cable or applies a force, then the frame or shell is called a block and the pulley can be called a sheave.
